2023-2024 Minister's Scholarship Application Procedure for Students

Pursuant to:

  • Article 93, Article 359, Article 361, and Article 363 of the Law of July 20, 2018. Law on Higher Education and Science (Journal of Laws of 2023, item 742, as amended) and
  • the Ordinance of the Minister of Science and Higher Education of April 1, 2019 on scholarships of the Minister in charge of higher education and science for students and outstanding young scientists (Journal of Laws of 2022, item 428).

The following procedure is required at the University of Silesia for students to apply for the Minister's scholarship for the year 2023–2024.

  1. A student who intends to apply for a ministerial scholarship for the year 2023-2024 is required to obtain a positive recommendation from the dean of his or her faculty.
  2. For this purpose, the student shall submit to the dean of the faculty through the dean's office a written "Application for candidacy for the Minister's scholarship for the year 2023-2024" in hard copy according to the attached template by October 4 of this year. The student attaches documentation of their achievements to the application.

Here is a list of dean's office staff to whom the student can submit his application:

  1. Faculty of Humanities: Mateusz Gębka (Katowice), Agnieszka Urbańczyk (Sosnowiec).
  2. Faculty of Natural Sciences: Justyna Rogalska-Nowak (Sosnowiec), Zofia Kuglin (Katowice).
  3. Faculty of Social Sciences: Beata Kalisz
  4. Faculty of Exact and Technical Sciences: Grażyna Dobrowolska (Katowice, Chorzów), Marta Brysz-Michalska (Sosnowiec)
  5. Faculty of Law and Administration: Katarzyna Kliszcz
  6. Faculty of Arts and Education Sciences: Daria Krzywoń
  7. Faculty of Theology: Ewa Kostkiewicz, Agnieszka Setecka
  8. Kieslowski Film School: Patrycja Knapek
  9. College of Individual Interdepartmental Studies: Marta Zaforemska

Each of the above-mentioned staff members confirms the student's status, personal information, year of completion, and registration for the next year of study before submitting the application to the dean.

  1. The dean of the faculty, when making a recommendation to a student, is required to make a substantive assessment of the achievements presented by the student and the correctness of the documentation in accordance with the Regulation of the Ministry of Education and Science. In the process of substantive evaluation of achievements, the dean may consult, for example, the director of the institute, the director of the course, or other scientists recognized as experts in the field.
  2. The dean, after reviewing the "application for the Minister's scholarship for the academic year 2023-2024" and the submitted documentation, is required to issue an opinion on whether the achievements presented by the student are of a significant nature and are related to his or her studies (excluding sports achievements). In the event that the achievements presented by the student do not comply with the catalog of significant achievements referred to in the cited regulation or are not related to studies, the opinion of the dean may be negative.
  3. The dean is required to provide the student with a recommendation by October 10, 2023.
  4. A student who has received a positive recommendation from the dean reports to the Office of Student Social Affairs to launch a scholarship application in the ZSUN/OSF system by the university coordinator, who registers in the system as an "application editor."
  5. University coordinators appointed by the Rector are employees of the Office of Student Affairs: Justyna Urbańska (This email address is being protected from spambots. You need JavaScript enabled to view it.), tel. 32 359 20 46, Rector's Office, 12 Bankowa Street, room 0.20 (first floor).
  6. During the student's personal visit to the Office for Student Social Affairs (date set by appointment by phone or email), the coordinator creates an application in the system for the student, assigning him or her the role of "assistant editor."
  7. The student, after receiving from the coordinator the login and password to the OSF system, edits his application, including personal data, descriptions of achievements, and attachments. Upon editing the application, the student notifies the coordinator. The deadline for editing the application is October 16, 2023.
  8. The coordinator reviews the student's application for formal aspects, submits it to the rector for signature, and forwards it to the ministry.
